On July 3, 1967 the Scottsdale City Council adopted an ordinance rezoning a 7 1/2 acre parcel located on the southwest corner of Scottsdale Road and Lincoln Drive from single family residence usage to neighborhood commercial usage. Immediately after adoption of the ordinance the Council adopted a resolution purporting to voluntarily refer the ordinance to a vote of the electors of the City of Scottsdale.
